• Emergency Contact(Notified when a villain is committing a crime in their area, Villain missions given 30% more for completion at the cost of heroes being allowed to freely invade) - 2000
  

Villains/Vigilantes(Requires 20 Infamy to purchase a single base, only max 1 base per villain. A new base purchase for a villain will be an upgrade. Each base upgrade will carry on only upgrades that cost 3000 or below. Anything above will be lost in the move.):

Abandoned Warehouse(Allows for purchase of up to 50 grunts) - 3000

• Police Scanner(Prevents Police from invading thread for up to 4 posting rounds(each participant posting once = 1 round), decreases villain mission rewards by 10%, also counteracts the police Surveillance Upgrade) - 3000
